        This was it for me, too. Gadget, and to a lesser extent, Sally Acorn. Maybe also Mrs. Brisby. Late 80s / early 90s cartoons were something else.

          They definitely were. Was thinking on this topic more and this one came to mind. Now I was a huge fan of Batman the Animated Series, and this one episode when it would come on as a kid I was fascinated by it.

          The short of this episode is a scientist discovers a way to genetically change people into part animal. He gets CatWoman and makes her a cat woman.
