seems like every state should emminent domain the water resources. Letting them be in private hands is a recipe for mass inequity.
It gets complicated when upriver states do that and downriver states don’t have any left. Water rights are ridiculous and government agencies already have too much power. The people should not need permission to have a rain barrel. We need to take the power back.
