IIRC, it’s both. City wants control, but also the conditions weren’t appropriate for a shelter. Which is why they’re zoned as solely commercial in the first place.

But again, as I stated, the real fucked up shit is that there was inadequate shelter for these people to begin with! And now this pastor and the people representing his case are using people’s suffering to argue for the church being above the law!
