The option will apparently let you mark a specific game on Steam as private, preventing your friends from seeing that you're playing it.

These are not enforced, but they are encouraged.

No piracy, there are other communities for that.
Discussion of emulators are allowed, but no discussion on how to illegally acquire ROMs.
