At first, I misread this thinking a single 5c dragon was enough to win the game with this. Needing 5 dragons is a lot though (especially with the color restrictions).
The other effects are nice, but this enchantment is just too expensive imo. Indestructible doesn’t do much when exile-based removal is so common, and the +1/+1 counters are too slow to come out and not worth the mana.
Maybe some deck finds a way to combo with this, but needing to untap with 5 dragons and not already be winning the game is going to be tough.
Yeah, if you control five dragons, I like your chances of winning the game with or without this enchantment. But that’s not a complaint. This card has good flavor and I’m sure will be popular even if it’s not entirely necessary.

Definitely a “Win More” card, I see it mainly being used for the indestructible more than the win condition & the +1/+1 is minimal.
