Personally mine was Goldie from Rock-a-doodle. I probably watched that movie 100 times on VHS as a kid.
I don’t recognize the character but I can see how one might want to tap that.
My guess is a character from Breath of Fire 3 or 4, the style is VERY 1990s Capcom
