In Runescape, if you abuse the report function to try and punish a player that isn’t breaking any rules, you’re the one who’s punished instead.
It’s a great system that causes people to think before they hit report.
Most other services don’t do this, and it results in ‘dogpiling’ reports. This means that people will report someone because they disagree or don’t like them, and if enough people do that then the mods will ban that person “just because.”
Are there any lemmy communities that try to combat this nonsense by penalizing those who abuse the report system?
I’d love to see the scumbags who try to use censorship to support their own agenda get a taste of their own medicine.

This is a fallacy. You’re assuming causality where there is none. Mass reporting of people happens in competitive - and more important - toxic spaces. Lemmy is a very varied - because decentralized - assortment of communities.
So before you ask “which places punish this?” You should ask, “is this a problem here?”
As an instance admin I can tell you, it is not. Neither I nor other instance admins I am in contact with are seeing this.
It actually is a problem. You seem to be on a very small instance which is why you might not see it.
On bigger communities, it occurs all the time.
If you read again what I wrote instead of jumping to conclusions you would see that I am in contact with other instance admins. We talk about things like this. You’re not the expert here. This is not an issue in general. If there are communities where this is a problem, you can always switch or make a competing one that does not care about reports. The more important part is that reports dont have any automated impact on most lemmy instances, meaning that it doesnt mean shit if you get a 1000 reports per post, which still doesnt happen in general. Otherwise we would be getting informed about it.

Back when I was actively moderating one of the larger subreddits, erroneous or malicious reports were basically blips. They happened, but no one mod had to deal with a deluge of them so it was pretty easy to just dismiss the report and move on.
It was on the smaller, more political sub that I saw the report system abused as a super-downvote. But again, easy enough to reapprove the targeted comment and move on. Since reports were anonymous on reddit, there was rarely a chance to chide the offenders, unless they bragged about it.
This is just not the issue you think it is.
There is an admin named stink or stinks that runs a small instance who will ban you for reporting their posts, they will also follow you into other communities on other instances to harass you.
I am not talking about multiple reports, this is their behavior for a single erroneous report.
