    Dans une tribune au « Monde », le coordinateur de l’association CanopĂ©e, Sylvain Angerand, appelle Ă  revoir le volet forestier du plan France Relance, dont il Ă©value nĂ©gativement l’impact sur la biodiversitĂ© et les puits de carbone.

    Dans l’inconscient collectif, planter un arbre est un symbole d’action Ă©cologique. En annonçant vouloir planter 1 milliard d’arbres en dix ans pour « renouveler » les forĂȘts françaises, le prĂ©sident de la RĂ©publique a voulu marquer les esprits. Mais une forĂȘt ne se gĂšre pas en plantant des arbres. Au contraire, en faisant de la plantation la rĂšgle, Emmanuel Macron a fait le choix d’une politique forestiĂšre soutenant les pratiques les plus controversĂ©es au dĂ©triment de l’émergence d’une sylviculture plus durable basĂ©e sur les dynamiques naturelles et la rĂ©silience.

    Le premier constat est que, dans plus de 85 % des projets financĂ©s, la forĂȘt a Ă©tĂ© rasĂ©e avant d’ĂȘtre replantĂ©e. Parfois, malheureusement, ces coupes rases sont nĂ©cessaires. Mais les critĂšres de sĂ©lection des projets sont si flous que les abus ont Ă©tĂ© et sont encore nombreux. Il suffit qu’une forĂȘt comporte 20 % d’arbres dĂ©pĂ©rissants pour qu’elle puisse ĂȘtre qualifiĂ©e de sinistrĂ©e ou vulnĂ©rable. En consĂ©quence, mĂȘme si 80 % des arbres sont vivants, elle peut ĂȘtre rasĂ©e et replantĂ©e. Le plus souvent avec des rĂ©sineux, plus recherchĂ©s par l’industrie.

    Ethique de médecine

    Cette politique est en contradiction, de plus en plus flagrante, avec le droit europĂ©en. Aucune Ă©valuation environnementale n’a Ă©tĂ© rĂ©alisĂ©e, alors que les impacts sur la biodiversitĂ© ou le puits de carbone sont significatifs.

    En dĂ©truisant de façon volontaire des stocks de carbone, le gouvernement prend le risque de ne pas respecter son objectif d’absorption de carbone dans le secteur des terres Ă  l’horizon 2030 et de s’exposer Ă  une trĂšs forte amende.

    DerniĂšre rĂ©alitĂ©, cette politique de plantation est trĂšs gourmande en fonds publics. Le volet forestier du plan de relance a coĂ»tĂ© environ 150 millions d’euros pour « renouveler » environ 36 000 hectares de forĂȘt, soit un investissement public de 4 145 euros par hectare.

    MalgrĂ© ce fort niveau de dĂ©penses, de nombreuses forĂȘts, notamment des forĂȘts publiques dans le Grand-Est, n’ont pas pu ĂȘtre reconstituĂ©es. Certains acteurs de la forĂȘt privĂ©s ont, en effet, captĂ© ces aides pour financer des projets « ne relevant pas directement de l’adaptation des forĂȘts au changement climatique » , comme le souligne la Cour des comptes.

    Nous proposons donc une approche diffĂ©rente : concentrer les moyens lourds (coupe rase et plantation sur la totalitĂ© de la surface) pour des situations exceptionnelles et adopter une logique plus douce et moins coĂ»teuse ailleurs. Autrement dit, Ă©tablir une Ă©thique de mĂ©decine pour la forĂȘt : rĂ©duire les facteurs de vulnĂ©rabilitĂ©, dĂ©tecter de façon prĂ©coce les problĂšmes, soigner de façon ciblĂ©e et amputer seulement lorsqu’il n’y a plus d’autre choix.

    La clĂ© de voĂ»te de cette stratĂ©gie est d’adopter un plan pour promouvoir la sylviculture mĂ©langĂ©e Ă  couvert continu [gestion Ă  travers laquelle la forĂȘt est maintenue dans sa structure naturelle, entretenue par des coupes de bois lĂ©gĂšres, et qui favorise le mĂ©lange d’essences] partout oĂč cela est possible.

    PlutĂŽt que de focaliser le dĂ©bat sur ce qu’il faut planter, il s’agit de se concentrer sur l’amĂ©lioration et l’enrichissement de l’existant par des travaux plus ciblĂ©s, moins intensifs mais plus frĂ©quents. Objectif : renforcer progressivement la rĂ©sistance et la rĂ©silience des forĂȘts en restaurant un bon Ă©tat de fonctionnement Ă©cologique. Une stratĂ©gie parfaitement alignĂ©e avec l’agenda europĂ©en.

    Avec un forfait ou un crĂ©dit d’impĂŽt de 500 euros par hectare pour rĂ©aliser des travaux d’amĂ©lioration (Ă©claircie lĂ©gĂšre, petite plantation d’enrichissement, ouverture de cloisonnement), cela permettrait de traiter une plus grande surface de forĂȘt. Une stratĂ©gie qui monte en puissance en Allemagne. Lors de la prĂ©cĂ©dente lĂ©gislature, deux propositions de loi, portĂ©es par des dĂ©putĂ©s de diffĂ©rents partis politiques, ont Ă©tĂ© bloquĂ©es par le ministĂšre chargĂ© de l’agriculture et des forĂȘts.

    Notre politique forestiĂšre ne doit plus se rĂ©sumer Ă  un slogan de communication sur un nombre d’arbres plantĂ©s. La nouvelle donne Ă  l’AssemblĂ©e nationale est une occasion pour enfin ouvrir un large dĂ©bat transpartisan sur l’avenir de nos forĂȘts.

    Camarade, ce ne sont pas nos imaginaires et rĂ©cits qui donne l’orientation du dĂ©ploiement Ă  grande Ă©chelle de ces technologies, c’est bien le rĂ©cit capitaliste et son marketing. Des personnes comme toi qui cherchent Ă  faire Ă©merger une autre voie sont indispensables mais il me semble assez candide de croire qu’une partie de de cette dĂ©marche et assimilĂ© par les boites de la silicone vallĂ©e (Internet pour tous ausi Ă  ses dĂ©but on parait d’utopie) et que l’essor de l’usage de ces techno puisse ĂȘtre diviser en fonction des intentions des personnes qui ont bosser en premier leur dessus. Surtout que ces marketing narratifs est aussi partagĂ© et dĂ©fendu par nos dirigeants politiques, mĂȘme si pas forcĂ©ment partagĂ© par une partie du personnel administratif, ce qui fait que ce contester de ce que veux (ex : le rĂȘve mouillĂ© de surveillance dystopique qui est en train de se rĂ©aliser) va de le sens d’un partenariat avec ces grandes boites et rien ne dis que si un stop leur mis les États ne se rĂ©appropriation pas les mĂȘmes usages

    Je ne suis pas certain que parler de technophobe soit approprier, on peut critiquer ou ĂȘtre opposĂ© Ă  l’utilisation et au dĂ©veloppement d’une techno sans pour autant ĂȘtre technophobe, un bon exemple c’est nuclĂ©airepunk vs solarpunk. Pour moi la plus grande imposture c’est plutĂŽt la confusion entre progrĂšs technologique et progrĂšs humain et dissocier les implications sociaux-politiques et environnementales de la recherche en science appliquĂ©.

    Oui les progrĂšs de l’IA pour la mĂ©decine et la pharmacologie sont incroyables et merveilleux (presque magique en vrai dans ce que ça permet ;) )mais si les gains offert par ces progrĂšs sont indissociables du dĂ©veloppement et dĂ©ploiement de technologie qu’Orwell ne pouvait mĂȘme imaginer est-ce qu’on peut toujours parler de progrĂšs technologiques enviable, e dis ça parce que souvent quand on parle bĂ©nĂ©ficie/risque des IAs dans les mĂ©dias (je pense en particulier Ă  une Ă©mission radiofrance) on a souvent droit Ă  un association des deux sans chercher Ă  distinguer les critiques pour chaque domaine.

But since then, he insists, the situation has largely improved. He thought he was safe from another surprise. The only way out for him was a 200% increase in the municipal premium.     In a study published in The Lancet Planetary Health, a team led by a researcher at the University of Cambridge analysed current scientific literature and found that the evidence paints a bleak picture for the future as extreme events drive economic instability, food insecurity, and mental stress, and disrupt infrastructure and exacerbate gender inequality.

    Between 2000 and 2019, floods, droughts, and storms alone affected nearly 4 billion people worldwide, costing over 300,000 lives. The occurrences of these extreme events represent a drastic change, with the frequency of floods increasing by 134%, storms by 40%, and droughts by 29% over the past two decades. These figures are expected to rise further as climate change progresses.

    Extreme weather and climate events have been seen to increase gender-based violence, due to socioeconomic instability, structural power inequalities, health-care inaccessibility, resource scarcity and breakdowns in safety and law enforcement, among other reasons. This violence can lead to long-term consequences including physical injury, unwanted pregnancy, exposure to HIV or other sexually transmitted infections, fertility problems, internalised stigma, mental health conditions, and ramifications for children.

    To better understand the relationship between extreme events and gender-based violence, researchers carried out a systematic review of existing literature in this area. This approach allows them to bring together existing – and sometimes contradictory or under-powered – studies to provide more robust conclusions.

    The team identified 41 studies that explored several types of extreme events, such as storms, floods, droughts, heatwaves, and wildfires, alongside gender-based violence, such as sexual violence and harassment, physical violence, ‘witch’ killing, early or forced marriage, and emotional violence. The studies covered countries on all six of the major continents and all but one focused on cisgender women and girls.

    The researchers found evidence that gender-based violence appears to be exacerbated by extreme weather and climate events, driven by factors such as economic shock, social instability, enabling environments, and stress.

    According to the studies, perpetrators of violence ranged from partners and family members, through to religious leaders, relief workers and government officials. The relationship between extreme events and gender-based violence can be expected to vary across settings due to differences in social gender norms, tradition, vulnerability, exposure, adaptive capacity, available reporting mechanisms, and legal responses. However, the experience of gender-based violence during and after extreme events seems to be a shared experience in most contexts studied, suggesting that amplification of this type of violence is not constrained geographically.

    “Extreme events don’t themselves cause gender-based violence, but rather they exacerbate the drivers of violence or create environments that enable this type of behaviour,” said Kim van Daalen, a Gates Cambridge Scholar at the Department of Public Health and Primary Care, University of Cambridge.

    “At the root of this behaviour are systematic social and patriarchal structures that enable and normalise such violence. Existing social roles and norms, combined with inequalities leading to marginalisation, discrimination, and dispossession make women, girls, and sexual and gender minorities disproportionately vulnerable to the adverse impacts of extreme events.”

    Experiencing gender-based violence can also further increase vulnerability. When faced with the likelihood of experiencing harassment or sexual violence in relief camps, for example, some women or sexual and gender minorities choose to stay home or return to their homes even before doing so is safe, placing them in additional danger from extreme events and furthering restrict their already limited access to relief resources.

    Extreme events could both increase new violence and increase reporting, unmasking existing violence. Living through extreme events led some victims to feel they could no longer endure abuse or to feel less inhibited to report the abuse than before the event. However, the researchers also noted that reporting remains  plagued by a number of factors including silencing of victims – particularly in countries where safeguarding a daughter’s and family’s honour and marriageability is important – as well as fears of coming forward, failures of law enforcement, unwillingness to believe victims, and the normalisation of violence.

    Van Daalen added: “Disaster management needs to focus on preventing, mitigating, and adapting to drivers of gender-based violence. It’s crucial that it’s informed by the women, girls, and sexual and gender minority populations affected and takes into account local sexual and gender cultures and local norms, traditions, and social attitudes.”

    Examples of such interventions include providing post-disaster shelters and relief services – including toilets and bath areas – designed to be exclusively accessed by women, girls, and sexual and gender minorities or providing emergency response teams specifically trained in prevention of gender-based violence.

    Likewise, empowerment initiatives for women and sexual and gender minorities that challenge regressive gender norms to reduce vulnerability could bring opportunities to negotiate their circumstances and bring positive change. For example, women’s groups using participatory- learning-action cycles facilitated by local peers have been used to improve reproductive and maternal health by enabling women to identify and prioritise local challenges and solutions. Similar programmes could be adapted and applied in extreme event management to empower women as decision makers in local communities.

    Flooding and early marriage in Bangladesh

    Studies suggest a link between flooding incidence and early marriage, with spikes in early marriages observed in Bangladesh coinciding with the 1998 and 2004 floods. Next to being viewed as a way to reduce family costs and safeguard marriageability and dignity, these marriages are often less expensive due to flood-induced impoverishment lowering expectations.
