    That’s a tram with a unique history! It’s works car 02 of Seaton Tramway in England. I found this video on YouTube that has a ton of photos and a few videos of this tram, and snippets of its history. It was ordered by the Air Ministry in 1952, but they didn’t want it after all, so it became a regular service tram. In 1968, it got its first major overhaul to make it compatible with a different track gauge. It also got a platform for workers to work on overhead lines, I assume. After getting blown over by strong winds in 1980, it was turned into an unpowered wagon and got a new paint job (it was red and yellow before, then it got a blue-ish grey colour). 02 was rebuilt into a powered car again in 1993. The result of this rebuild is the photo in the OP: they added a yellow line (very stylish, but I don’t know what its purpose is), a new platform, and a guardrail (hard to believe they didn’t have one before!). From what I can tell, it’s still operational and in regular use.

    The years might be off a bit, though. According to tram.co.uk, the rebuild was in 1992, not 1993. I also found a lot more photos of 02 on britishtramsonline.co.uk (CTRL+F “02”). It’s a very cute tram!
