The actual code this church violated has to do with the plot of land, not the building itself. It has nothing to do with safety, and everything to do with the people controlling how others use land they didn’t own.
IIRC, it’s both. City wants control, but also the conditions weren’t appropriate for a shelter. Which is why they’re zoned as solely commercial in the first place.
But again, as I stated, the real fucked up shit is that there was inadequate shelter for these people to begin with! And now this pastor and the people representing his case are using people’s suffering to argue for the church being above the law!
