When I worked at Verizon, I asked upper management “People ask me what these fees are all the time. What are they actually?” The answer was not a surprise: “We want more revenue without raising our prices.”
What is “Carrier-imposed fees”? Isn’t the carrier the airline?
It would make more sense in the opposite order. And yes.
